You would think with gardeners worldwide and the potential of the internet to keep databases it would be possible for such seed banks to be split up and the responsibility for particular species to be split up among several growers. How much needs to be grown each year? People donate time and money for all sorts of things. I am sure there are seed companies and garden clubs with large enough lists to easily accomplish the task with sufficient redundancy.
All it would need is for someone who had a serious interest and concern to organize the distribution of existing stocks. There may even be seed companies that would be willing to donate funds for the undertaking.
Why can't they do both? There are tons of abandoned, unused buildings in the world that they can turn into private housing. Keep the seeds for future generations, keep re-purposing old buildings for people in need.
