This is actually an easy question. I worked in tissue banking and organ transplant for a while. The first thing is check your procedure consents. There usually is a clause in there that the tissue is property of the university. This is your source of tissue. If I were you I would set up a review board to assess applicants for the tissue. This gives you a double check. Usually a few MD, an ethicist, and a lay person sit on the board. To staff the department I you don't need RNs but I would recommend getting people with tissue banking experience. This is easy people from other tissue banks jump ship a lot. Make sure that you get one person who is AATB certified, American Association of Tissue Banks. These people usually make 35,000 - 40,000, by far cheaper then paying a RN. Hopes this helps.
