The banks that participate in Visa Buxx are Wachovia, Bank First, Sandy Spring Bank (only to current customers), US Bank, and National City Bank.
You can sign up and get the VisaBuxx card right at VisaBuxx.com. There isn't necessarity a requirement that you have account at the bank you choose to sponsor the card. (although some of the banks do require that).
